Dr. Kim Rocha Couto

Assistant Professor

She is presently Assistant Professor of Law and senior faculty member at her Alma Mater V.M. Salgaocar College of Law, for the last seventeen years.

She was recently awarded the Ph.D. Degree  for her research on the topic “Enhancing Access to Justice in Goa through  Lok  Adalats : A Critical Legal Study.”

She has been recognized as Post-Graduate Faculty for LL.M Degree, by Goa University since 2005 and has been a Research Guide for more than fifty students.

She is actively involved in promoting research and writing by students as the Editor of the In-House Newsletter of the College “Law’racle” and has also been promoting value education by organizing various programmes on human rights issues.

She is the Editor of ‘Salgaocar Law Review’- the Law Journal of the College, designed to stimulate intellectual debate on contemporary legal issues and challenges.

She is also the Director of the ‘Child Rights Clinic’ of the College which believes in inspiring children to defend their rights and facilitating access to justice for them.

She is the Chairperson of the Internal Complaints Committee constituted under the Sexual Harassment at Work Place (Prevention, Prohibition and Redressal) Act, 2013.

She has been a member of the Board of Studies (BOS) in Law at the Goa University. She has also been the Chairperson, Board of Examiners, Goa University, on several occasions.

She is the Faculty Coordinator of Marcela Legal Aid Cell.

She has been the Faculty Coordinator of the Criminal Law Club of the College. As the Faculty Coordinator she has motivated students to research and debate on emerging developments  in  Criminal Law and has been involved in training the students in the Trial Advocacy Programme.

She has presented papers on various human rights issues, environmental concerns as well as on recent Central and State enactments.

She teaches courses in Legal Research Methodology, Jurisprudence, Interpretation of Statutes, Law of Torts, and Criminology.

She graduated in History and Psychology from St. Xavier’s College, Mapusa, and secured a First Class First at the Goa University.  Thereafter, she pursued her studies  at Salgaocar College of Law,  securing  First Class First at all the three LL.B exams, conducted by the Goa University, for which she was awarded the ‘Bar Council of Maharashtra and Goa Silver Jubilee Commemoration Prize’ and the ‘Bar Council of Maharashtra Sir Chimanlal Setalvad Golden Jubilee Memorial Prize, and others.

She practised Law for a few years and later completed her Masters in Law at the University of Pune, in Criminal Law and Administrative Law. She subsequently did her LL.M from Goa University, specializing in Human Rights and was the recipient of three Gold Medals – for topping at the Goa University and securing highest marks in Constitutional Law and Jurisprudence.

Research Interests

Her areas of interest are Human Rights of Women and Children and Alternative Dispute Resolution systems and in particular – the Lok Adalat or People’s Court systems and her research contributions in this field have been well–received.

  • She is the Content Writer of modules on ‘Access to Justice’, as part of the Project of UGC E-Pathshala, PG Course Study Material, which has been published on the UGC website inflibnet.ac.in/, in August 2015.
